Chiamata contro la militarizzazione delle nostre vite
Dal 16 al 25 settembre 2015 a Basilea e nel nord-ovest della Svizzera si svolgerà un’esercitazione militare federale denominata “CONEX15”. Durante quest’esercitazione, in alcuni punti nevralgici della città come la stazione, le frontiere o il porto, sarà messo in atto un controllo militare reale. Lo scenario su cui si basa questa esercitazione è quello di una situazione di un’ Europa post-crash in cui la Svizzera, unica isola sfuggita alla crisi mondiale, deve proteggersi contro e da tutti e tutte, specialmente contro le/i migranti e le/i nemiche/ci internx.
In settembre venite a Basilea e partecipate alle azioni!
Oppure auto-organizzatevi, fate azioni, poco importa dove e come, contro quellx che si arricchiscono con le espulsioni e la reclusione, contro le istituzioni e le ditte che costruiscono la fortezza Europa, che collaborano con gli eserciti, ecc.
Venerdì 18 settembre, nell’ambito della resistenza contro questa esercitazione militare, si svolgerà la manifestazione “No Border – No Nation – No Conex”, il concentramento è alle 19.00 a Claraplatz a Basilea.

Ne frontiere ne nazioni. Sabotiamo CONEX15
L’esercitazione delle truppe dell’esercito svizzero, “CONEX15”, che si terrà dal 16 al 25 settembre nel nord-ovest della Svizzera, descrive lo scenario di minaccia in questo modo:
“In una fittizia Europa del futuro, con terre e frontiere diverse, domina la crisi economica. Le conseguenze si ripercuotono anche sulla Svizzera: riduzione delle riserve, commercio clandestino, organizzazioni criminali. Delle grosse provviste di olio, di gas e di cereali diventano gli obbiettivi di sabotaggi e saccheggi. Inoltre, le tensioni etniche portano ad un aumento dei flussi di rifugiati in Svizzera.”
Nell’ Europa attuale, la crisi economica spinge un numero crescente di persone nella povertà ed i bisogni vitali più essenziali in parte non possono più esser soddisfatti. Per milioni di persone, esiste solo una realtà: dei portafogli vuoti e delle battaglie quotidiane per poter mantenere in un modo o nell’altro la testa fuori dall’acqua.
Nell’Europa attuale come anche in Svizzera, la frontiere sono già militarizzate. Le/i migranti, che fuggono dalla guerra, dall’oppressione e dalla miseria per cercare una vita migliore in Europa, devono far fronte ai sistemi di protezione delle frontiere, si vedono la via sbarrata da aerei, droni, navi e sorveglianza satellitare. Il tutto è ancora più grottesco non appena ci si rende conto del modo in cui gli stati europei sono implicati nello sfruttamento e la “destabilizzazione” di altri paesi.
Quello che aspetta le persone che riescono ad oltrepassare la pericolosa entrata sono i lager (centri di detenzione) e le prigioni dell’ Europa delle democrazie: una vita sotto sorveglianza e sotto controllo, alla merce degli ingranaggi della legge sull’asilo e esposte alla minaccia continua di essere di nuovo espulse.
Allo stesso tempo, la legge del profitto colpisce le persone che vengono sfruttate come mano d’opera a basso costo oppure private di una vita autodeterminata.
Anche in Svizzera un gran numero di aziende come ad esempio ORS, SECURITAS, ecc.. lucrano sulla gestione dei campi, del controllo delle/dei migranti, ecc…
Le domande, gli scenari in soggetto delle quali sono attese delle risposte nel quadro di questa esercitazione militare, sono secondo noi i punti interrogativi dei governanti e di chi possiede il potere in questo sistema capitalista e/o che opera per la sua permanenza: è porsi delle domande sul modo in cui si possano mantenere le posizioni sociali e politiche del potere nel mondo e i guadagni del capitale possano essere assicurati; il modo in cui convincere la gente a farsi sfruttare sempre più; il modo in cui si impedisce ai/le migranti di venire in Europa e in Svizzera; e infine, il modo per zittire chi lotta contro tutto questo o aspira anche solo semplicemente all’auto-emancipazione.
Le loro risposte sono sempre le stesse: rafforzamento delle leggi, sviluppo dell’apparato repressivo con i suoi sbirri e le sue prigioni e quando gli sembrerà necessario, l’utilizzo dell’esercito.
L’esercitazione militare CONEX15 è una panoramica delle strategie e degli obiettivi dei dominanti ed è un esempio di come rispondono ai loro interrogativi.
In più, si tratta di sapere quale effetto psicologico questa esercitazione avrebbe sulla popolazione: è stata evocata come se la minaccia venisse dall’ “esterno” e allo stesso tempo studiata come “dobbiamo difendere la democrazia e la sua economia”. La militarizzazione e la repressione verrebbero quindi legittimate: la gente deve abituarsi alla presenza di soldati per strada e quindi al fatto che delle persone vengano rinchiuse nei campi.
Noi non chiediamo una democrazia più diretta o un capitalismo più giusto. Perché la democrazia stessa è soltanto una forma di governo che serve a controllare, a gestire le persone nel sistema capitalista, a scoraggiare il pensiero individuale e ad agire mentre ci si fa ingannare dalla co-gestione. La democrazia, lo Stato-Nazione, il capitalismo seguono la stessa identica logica: il servilismo ed il controllo delle persone. Continuando con questa logica, le frontiere, i campi, le prigioni e le espulsioni continueranno ad esistere…
Noi non abbiamo alcuna risposta riguardo a queste domande all’interno di quest’ordine e questo sistema. La nostra unica risposta è la rabbia verso questo mondo con i suoi muri e le sue frontiere, e la solidarietà verso tutti coloro che spariscono nei campi e nelle prigioni di questo sistema, il quale non prevede un posto per loro.

Call against the militarisation of our lives
From the 16 – 25 September the Swiss army will be doing an exercise called <CONEX’15> in the North East of Switzerland. This exercise is to prepare the troops for a real emergency situation. While Switzerland and the European Union gladly assist in the drowning of thousands of migrants in the Mediteranean, the exercise in question is filled with cynism; we prepare and learn to defend against a real invasion and which the army gives us a scenario to anticipate:“ A Europe of the future, with new countries and new borders, is experiencing an economic crisis. The consequences of this crisis spreads also to Switzerland: limitation of reserves, extension of black markets and criminal organisations. Food, oil and gas stocks become targets for sabotage and pillage. Ethnique tensions bring an increased stream of refugees into Switzerland.“
The scenarios of threat
5000 soldiers will be deployed around Basel. The surveillance of the border and `telecommunication infrastructures, electric networks and food distribution`, which are the most threatened, will be the centre of this exercise. This spectacle will be supported by the ports Rhenans Swiss, the University hospital and the Federal Railway (CFF). An Exposition called `Your Army` will take place at Muttenz from the 19 – 22 September at Muttenz to give an overview of the situation and show the tax payers what their money is spent on. All thoughts about the treacherous system that creates the crisis and those who benefit are ignored. While it is the question of a ‘Europe of the future’ and an ‘impending economic crisis’, the fact that we are in this situation right now is overshadowed. The disintegration of the european economic zone is not fictional and the pressure exerted on Greece is very real. But this is a permanent state and not a crisis.
Even if Switzerland does not bleong to the European Union and washes it’s hands of it, this exercise is a clever tactic to profit from the situation. The consolidation of a repressive migratory regime, supported by the construction of federal camps is accompanied with the protection of the Helvetique financial stronghold that is Switzerland. Behind the diplomatic neutrality and democracy the co-production of global poverty continues through financial speculation on raw materials, expropriations caused by Swiss patent laws and the supply of weapons to conflicts.
The Protection of Privileges
The scenario elaborated by ‘CONEX’ 15 attempts to legitimise the existence the existance of the army in a neutral Switzerland. A war against a foreign country no longer gives reason to have a Swiss army. For the past 20 years maintaining order and policing is the declared mission of the army. So it is ethnic conflicts elsewhere that provoke the migratory flow of refugees towards rich Switzerland. A rapacious population will come and take our resources, driven by the economic crisis. The notion of ‘interior enemies’ and ‘ criminal organisations’ brings to the imagination a war of everyone against everyone, barbarians and brigands from here and elsewhere against the ediface of civilisation, against law and order.
To us this is simply a war of the rich against the poor, poulation control and counter insurrectionary tactics to garuntee privilege and the conservation of power.
To govern is to control
The scenarios of this type legitimise and permit counter-insurrections against poor populations whom are largely excluded from the advantages of the system. Reinforced border controls, CCTV in cities and shows of force such as CONEX’ 15 attempt to establish a feeling of stability and security around the existing conditions of life. The state of shock produced by these catastrophic spectacles is a tool of controlled destabilisation which aims to maintain public order. They leave us without a voice and powerless, wanting more security and protection, colonising our spirits and becoming part of our daily life.
Desertion is better than obedience!
We do not want to be governed by a paranoid state. We do not want to let ourselves be shut into the established order. We respond to Capital and exploitation by solidarity, to powerlessness with collective action. We are not idiots who do not know how to take action and we will not passively stand by and watch this war the State is fighting against the poor and others excluded who have ‘no documents’. So we invite all anti-militarists, anti-authoritarians and more largely those who do not have access to the privileges jealously gaurded by the elites, to come to Basel from 16 – 25 Septembre. We invite you to not let our lives and cities in which we live to become militarised. Hang banners and posters from your windows saying ‘CONEX get out!’. Refuse soldiers eating in your bars and cafes, refuse them service, They serve the elite, not us! Engage in the disruption of the military exercise. Show them they are not welcome. We say to them: „Desert!“
Demonstrations, actions and discussions
Several demos and actions are already prepared between the 17 – 20 September. Take note of the date and come to Basel. There will be contact points to inform you there. Reflect on ways in which you can act adequately and choose the appropriate means. Not only in the days and weeks before but also during CONEX’ 15, we need to open spaces to find eachother, to exchange and deepen the substantive issues. The military exercise will only last a few days but our combat against all forms of domination is a daily one. Because it is not enough to revindicate the abolition of the army, or to critsize the discreet participation of Switzerland in wars everywhere or it’s support of the military or the denunciation of the arms lobby.
Let us develop solidarity and mutual co-operation instead of threats and fear and the maintenance of privileges.

Aufruf gegen die Militarisierung unseres Lebens
Vom 16.-25. September 2015 führt das Schweizer Militär in der Nordwestschweiz die Truppenübung «CONEX15» durch. Der Ernstfall soll geprobt werden. Der Inhalt könnte kaum zynischer sein, denn während Europa und auch die Schweiz tagtäglich zuschauen, wie zehntausende Menschen im Mittelmeer ertrinken, bereitet sich das Schweizer Militär unter anderem auf die ‹Invasion› und Abwehr dieser vor. So heisst es: «In einem fiktiven Europa der Zukunft, mit neuen Ländern und Grenzen, herrscht Wirtschaftskrise. Die Folgen wirken sich auch auf die Schweiz aus: Verknappung der Vorräte, Schwarzhandel, kriminelle Organisationen. Grosse Öl-, Gas- und Getreidevorräte werden zum Ziel von Sabotagen und Plünderungen. Ausserdem führen ethnische Spannungen zu grösseren Flüchtlingsströmen in die Schweiz.»
Bedrohungsszenarien
5000 Soldaten sind rund um Basel im Einsatz. Der Grenzschutz und die Bewachung «besonders gefährdeter Infrastrukturen der Telekommunikation, der Stromversorgung und der Lebensmittelverteilung» stehen im Zentrum. Unterstützt wird das Spektakel unter anderem von den Schweizerischen Rheinhäfen Basel, dem Universitätsspital und der SBB. Eine Expo in Muttenz vom 19. – 22. September in der Reihe «Deine Armee» soll Einblick und Vertrauen schaffen. Eine Image-Kampagne für die Steuerzahlenden. Das Nachdenken über ein perfides System, welches Wirtschaftskrisen produziert und von diesen profitiert, tritt in den Hintergrund. Die Rede von einem fiktiven Europa der Zukunft und einer bevorstehenden Wirtschaftskrise verdeckt die Tatsache, dass wir genau mitten drin sind. Das Auseinanderfallen der europäischen Wirtschaftszone ist nicht fiktiv. Der Druck auf Griechenland ist real. Doch die Krise ist viel mehr. Die Krise ist ein Dauerzustand.
Auch wenn sich die Schweiz nicht als Teil von Europa versteht und sich scheinbar seit jeher die Hände in Unschuld wäscht, wird schlau taktiert und davon profitiert. Der Ausbau eines repressiven Migrationsregimes (beispielsweise aktuell durch den Bau von Bundeslagern) wird mitgetragen, die Finanzhochburg Schweiz gesichert. Denn Menschen migrieren vor allem ,weil Länder wie die Schweiz Tag für Tag Armut mitproduzieren, ausbeuten, Existenzgrundlagen zerstören und sich dabei unhinterfragt im Wohlstand suhlen. Unter dem Deckmantel von Demokratie, Diplomatie und Neutralität wird mit dem Schweizer Patentsrecht global enteignet, zugunsten der Staatskassen mit Rohstoffen spekuliert und Waffen für den ‹Dialog› produziert und exportiert.
Privilegiensicherung
Das Szenario von CONEX15 ist Teil einer militärischen Logik der ‹neutralen› Schweiz, die ihre Existenzberechtigung immer wieder neu legitimieren muss. In Zeiten, in denen der Krieg zwischen Staaten schon lange nicht mehr die Grundlage einer Armee darstellt, nimmt das Militär unlängst polizeiliche Aufgaben wahr. So verschiebt sich die Feindesachse: Es sind die sogenannten ‹ethnischen Konflikte›, die zu Migrationsströmen in die reiche Schweiz führen. Es ist die von der Wirtschaftskrise in blinde Gier verfallene Bevölkerung, welche plündert. Es sind die Feinde von Innen, die «kriminellen Organisationen». Für sie ist es der Krieg Aller gegen Alle: Die Barbaren und Gesetzlosen von nah und fern gegen die Zivilisation, gegen Recht und Ordnung. Für uns ist es der Krieg der Reichen gegen die Armen und Ausgeschlossenen: Bevölkerungskontrolle und Aufstandsbekämpfung zur Privilegiensicherung, zur Machterhaltung.
Wer die Bevölkerung regieren will, muss sie kontrollieren üben
Es sind solche Katastrophenübungen und inszenierte Spektakel, die schockieren und den Ausbau von Kontrollsystemen nach Innen und nach Aussen rechtfertigen. Es sind permanente Bedrohungsszenarien, die die Aufstandsbekämpfung lokal wie global gegen die armen und ausgeschlossenen Bevölkerungsschichten legitimieren.Verschärfte Grenzkontrollen, Kameras in der Stadt und nicht zuletzt Übungen wie CONEX15 sollen ein Gefühl von «wir haben alles im Griff» vermitteln, um das Bestehende zu stabilisieren. Dabei bedienen sie sich des Werkzeuges der kontrollierten Destabilisierung, auf dessen Grundlage die Erhaltung von Recht und Ordnung trainiert wird, von denen politische Manöver zur Verwaltung der Bevölkerung erprobt werden. Es ist der Schockzustand, der sprachlos macht, der ohnmächtig wirkt, der nach Schutz und Sicherheit rufen lässt – der sich in unseren Köpfen festsetzt und im Alltag weiterwirkt.
Fahnenflucht statt Gehorsam
Der Staat wirft uns den Fehdehandschuh hin, wir haben ihn schon längst aufgenommen. Unsere Antwort ist einfach: Wir lassen uns nicht von den Ängsten eines paranoiden Staates regieren, uns nicht in die bestehende Ordnung zwingen. Dem Kapital und der Ausbeutung begegnen wir mit Solidarität. Mit kollektiver Handlungsmacht und nicht mit Ohnmacht. Wir sind nicht handlungsunfähige Idiot_innen der Geschichte. Wir wollen nicht mitansehen, wie der Staat seinen Krieg gegen die Armen, gegen Menschen mit den «falschen» Papieren und gegen andere Ausgeschlossene trainiert und perfektioniert. Vom 16. bis zum 25. September rufen wir daher alle von Privilegien Ausgeschlossenen, Antimilitarist_innen und Antiautoritären dazu auf, die Militarisierung unserer Stadt und unserer Leben zu verhindern: Hängt Transparente aus euren Fenstern mit «CONEX RAUS». Verweigert es dem Militär, sich in euren Cafés und Bars zu verpflegen und verweigert ihnen die Bedienung. Sie dienen der Elite, wir nicht! Stören wir gemeinsam auf unterschiedliche Weise ihren militärischen Ablauf. Zeigen wir ihnen, dass sie nicht willkommen sind. Sagen wir ihnen deutlich: «Desertiert!»
Demos, Aktionen & Diskussionen
Im Zeitraum vom 17. bis zum 20. September sind bereits verschiedene Demos und Aktionen geplant. Merkt euch diese Tage vor und kommt nach Basel. Vor Ort wird es Anlaufstellen geben, wo ihr informiert werdet. Wir rufen euch dazu auf, euch selbständig zu überlegen, was ihr beitragen wollt. Wählt dazu jene Mittel, die ihr für geeignet haltet. Sowohl in den Tagen und Wochen im Vorfeld, als auch im Anschluss an CONEX15 sollen Räume geschaffen werden, an denen wir uns inhaltlich vertiefen und austauschen können. Die Truppenübung dauert nur einige Tage, doch unser Widerstand gegen jegliche Formen der Herrschaft soll Alltag werden. Denn es reicht nicht, bloss die Abschaffung der Armee zu fordern, die Schweizer Beteiligung an Kriegen weltweit zu kritisieren oder die Forschungsprojekte für militärische Zwecke an Schweizer Universitäten oder die Rüstungslobby anzuprangern.

Appel contre la militarisation de nos vies
Du 16 au 25 septembre, l’armée suisse va mener un exercice intitulé « CONEX’15 » dans le nord-ouest de la Suisse. Cet exercice est destiné à préparer la troupe à une situation d’urgence réelle. Pendant que l’Europe et la Suisse se contentent d’assister à la noyade des dizaines de milliers de migrants au beau milieu de la Méditerranée, l’exercice en question résonne comme un comble de cynisme ; on se prépare et on apprend à se défendre contre une véritable invasion, dont l’armée nous fournit un scénario d’anticipation: «une Europe du futur, avec de nouveaux pays et de nouvelles frontières, traverse une crise économique. Les conséquences de cette crise s’étendent aussi à la Suisse : raréfaction des réserves, prolifération du marché noir et des organisations criminelles. Des stocks de blé, de gaz et de pétrole deviennent la cible de sabotages et de pillage. Par ailleurs, des tensions ethniques amènent des flux croissants de réfugiés en Suisse.»
